Man accused of shooting at probation officers

Suspect Pancho J GarciaTwo Pima County probation officers were chased across the city's southside Monday night by a man who fired several gunshots at their car, authorities said. The chase ended about 9:30 p.m. on North Fourth Avenue just south of East University Boulevard after the man shot out a tire, causing the officers' unmarked vehicle to crash into a parked car.

Shop with a cop 2009

Even during tough economical times, the Police Officers of Scottsdale Association (POSA) had enough money donated through the generosity of private citizens, the Arizona Probation Officers Association (AZPOA), various police agencies and corporate sponsors to hold their Shop with a Cop program on December 19, 2009.  Over 200 underprivileged children from Scottsdale schools went shopping for Christmas with officers from several police agencies and adult and juvenile probation.


AZPOA Women's Committee

Communication Workers of America (CWA) began a Women’s Committee in 1984.  There is a yearly conference to mentor new leaders, cultivate the diverse membership, discuss legislation and litigation and continue the battle for pay equity for women.  The CWA National Women’s Committee encourages all female union members to be a part of their local women’s committee.


Garfield Thanksgiving Event

Thanksgiving TurkeyAZPOA donated $500.00 to the Garfield Thanksgiving neighborhood event held on Thursday, November 19, 2009.  The funds were used to purchase beverages to accompany the meal.  There were two hundred and eight neighborhood men, women and children along with numerous Garfield probation residents, probation department staff, Superior Court Judges and commissioners, and community restitution workers on hand as well.  Thanks to AZPOA members who volunteered to serve that evening!

Wheelchair Suns Host Junior's Basketball Tournament

AZPOA supports the Wheelchair Suns and their efforts to promote basketball for wheelchair bound individuals. The Wheelchair Suns organization needs volunteers to be involved in the Junior Tournament by  helping with the scorers table. Volunteers would run score clock, shot clock and keep the score book. Three volunteers are needed per game. If you are interested in volunteering for this worthy cause contact Gary W Venjohn [gwvenjohn@cox.net] of the Wheelchair Suns.  Attached is a schedule of the Junior Tournament Games.  Thanks for volunteering!


Annual Picnic a Success

On October 3, 2009, AZPOA held its annual picnic at Margaret T Hance Park.  Members, non-members and their friends and family enjoyed a cookout, games and prizes.

Scholarship winners were announced.  Carolyn Strate, daughter of AZPOA member Dave Strate, received one $2,500.00 award.  It was accepted on her behalf by her parents, as Carolyn was away at school.  Also accepting a scholarship was Brittany Goyette, daughter of AZPOA member Cindy Goyette.


House and Senate Bills That Will Effect Officers

These links are to current house and senate bills pending before the legislature, that are of importance to probation officers. SB 1305 was written at the request of AZPOA.

Right now AZPOA is working to protect probation and surveillance officers at Arizona State Legislature. Here are some of the bills that will effect officers, if passed.


SB1305 passage!

Great news to report on SB1305, the probation officers bill that has been the number one priority of the Arizona Probation Officers Association. After months of hard work and heavy lobbying by AZPOA President Lou Ebratt, AZCOPS Legislative Director Joe Garcia, and the general membership of AZPOA and AZCOPS, SB1305 passed the entire Arizona Senate overwhelmingly.


Resounding win on SB1303 for Probation/Surveillance Officers!

In a dramatic vote this morning in the House Human Services Committee, the probation officers were able to get their bill passed out of that committee in a resounding 7-0 vote.  It now should go to the House floor for a vote of the entire House en route to hopefully becoming law. 


Probation Officers bill (SB1303) passed out of the House 56-0!!!

SB1303, the probation/surveillance officers bill passed the House today unanimously!  Thanks need to go out to all of the members in all of the associations throughout the state who worked very hard on this bill.  The membership put a lot of work into this and it was truly a group effort led by the Arizona Probation Officers Association President, Lou Ebratt and Joe Garcia, AZCOPS lobbyist.  At this point, the bill goes back to the Senate and goes directly to the Senate floor only for the Senate to "concur" with what the House result was.  This is considered only a formality.  Remember, the original bill with the original language already passed the Senate 25-2.  We are looking at SB1303 going to Governor Janet Napolitano for a signature as early as next week!  An email will go out at the beginning of next week with information on contacting the Governor to urge her to sign it.  Thanks again for the efforts and dedication of everyone involved.  Here is a link to how the House voted:  CLICK HERE

Governor signs probation officers bill into law

Special thanks need to go to the Governor for her support of probation and surveillance officers.  Special thanks are also in order for Senator Karen Johnson (R-Mesa, District 18) who sponsored the bill and worked tirelessly for the bill and was dedicated to its passage in the Legislature.

Probation Officer Bill Harkins Shot

The moment Joseph Anthony Spano saw two law enforcement officers inside a Phoenix counseling center Wednesday afternoon, authorities say the 25-year-old drew a gun from his waistband and shot both men. The officers didn't have time to return fire. And neither was wearing a bulletproof vest.

Ceremonial Signing of SB1303

On October 25th at 9:30am, Arizona Governor Janet Napolitano will be ceremonially signing Senate Bill 1303. The signing will be held in the 8th floor conference room of the executive building at the state capital, located at 1700 West Washington. Come join us as we celebrate this hard fought victory for officers.


700 Members and Growing

On October 6, 2005, the Arizona Probation Officers Association reached another milestone. It was on that date that AZPOA surpassed the 700 member mark. Now, with more than 700 members, AZPOA will continue working for officers’ rights. A big thanks goes out to AZCOPS Chief of Staff, Tim Clark and AZCOPS recruiter Chris Currie. Without these two dedicated AZCOPS representatives, AZPOA would not have achieved this significant milestone.


Harley Raffle Winner!


AZPOA is proud to announce the winner of the Harley Davidson Peace Officer edition motorcycle. On November 21st, Arizona State Senator, Karen Johnson, drew the winning ticket number 0883, belonging to Richard Hernandez of Tucson Arizona. AZPOA would like to thank all of you that helped make this raffle a success.


AZPOA Members Participate in Shop With a Cop

A swarm of police cars in front of a Scottsdale Target store one week before Christmas can mean only one thing: Shop With a Cop is back.
More than 160 children were paired with Scottsdale and Salt River Pima-Maricopa Indian Community police officers Saturday in the third annual event.


Governor Napolitano Signs Senate Bill 1303

In an official ceremony at the State Capitol, Governor Napolitano signed Senate Bill 1303.  The Bill met overwhelming and bi-partisan support during the 2005 Legislative Session and was signed into law on April 25, 2005.

Urgent/Board of Supervisors

Fellow Officers:  We are confronted with a New Challenge:  Tuesday evening I received startling news from AZCOPS leadership.  Without warning, the Maricopa County Board of Supervisors placed our Payroll Dues deductions on their agenda for Wednesday Morning. 


Grievance Coordinators For West Valley

AZPOA needs staff support for the initial steps of grievances and complaints. We also have a policy prohibiting supervisors from sitting in with staff during disciplinary actions and it has become increasingly important to have members step up in supporting each other.


Congratulations Michael Mortensen!

At the AZPOA General Membership meeting held on October 3rd, Michael Mortensen was selected in the raffel for an all expense paid trip to the AZCOPS conference in Laughlin, Nevada. The conference will be held at the River Palms Resort and Casino October 19th-20th.


CORP Election - Urgent Notice

Within the next several weeks you will be receiving ballots in the mail to elect two CORP Board Members to serve on the newly established AOC Local Board.  This represents a great opportunity for members to elect representatives from within our ranks.

On Thursday January 24th, The Arizona Probation Officers Association (AZPOA) held their annual legislative luncheon. In past sessions, these lunches , with their informal conversations, have been credited with passage of significant bills.


About Good Neighbor Next Door

Law enforcement officers, pre-Kindergarten through 12th grade teachers and firefighters/emergency medical technicians can contribute to community revitalization while becoming homeowners through HUD's Good Neighbor Next Door Sales Program. HUD offers a substantial incentive in the form of a discount of 50% from the list price of the home. In return you must commit to live in the property for 36 months as your sole residence.


Wills for Heroes Program

The Wills for Heroes program is designed to provide free legal services in the areas of wills and probate to emergency personnel in Arizona. The volunteer attorneys will help you establish a basic Will and powers of attorney. For large estates (over $500,000) or complicated probate matters, you will be referred to a panel of attorneys who have agreed to help you at a reduced fee.


20-Year Retirement is Here

The Arizona Probation Officers Association is proud to Announce the signing of SB1142 (20 Year Retirement)  by Governor Janet Napolitano on June 1, 2006.  From Inception to Signature this has been an AZPOA  initiative.


AZPOA Receives Award


AZCOPS presented AZPOA with an award for outstanding community service at the AZCOPS convention in Laughlin, Nevada on October 25, 2008. The award was given after AZPOA gave two $2,500.00 scholarships to college-bound students of AZPOA members.  AZPOA is proud to serve the community by offering scholarships, participating in Shop with a Cop and events such as Coyotes Law Enforcement Night, donating to the 100 Club, and other local and national events

Supreme Court Admin Order: Budget Reduction

The State of Arizona faces an unprecedented budget crisis. The Arizona State Judiciary is directly effected by this crisis. As members of the Arizona State Judiciary, probation and surveillance officers are also effected.

Congratulations to AZPOA member Mark Smalley for being elected to the CORP board

Mark started with the Adult Probation Department in June of 1992. His first assignment was as a standard field officer out of the old Tanner building. He transferred to Work Furlough for a short stint and has been at his current assignment in IPS since 1998. Mark has been on the Staff Safety Advisory Committee since 2007.


Equipment Reimbursement

As a member in good standing of the Arizona Probation Officers Association, you may qualify to be reimbursed for financial losses suffered as a result of departmental equipment loss or damage while on-duty. 


Call for members Continues!!

As of January 15, 2008, our membership has fallen slightly to 955 members.

The reason for this decline in membership is....20-YEAR RETIREMENT!!
Congratulations to those of you who have been able to retire as a result of this significant legislative accomplishment!  As a result of the loss in numbers, we need to renew our efforts in recruiting, and we still need your help!

Legislation '07

Dues Increase Overwhelmingly Approved

By an almost 4-to-1 margin (final count: 123-for, 35 against), the dues increase measure has passed.  What  that translates to is a $2.30 increase per payday.


Legislative Session for 2008 Adjourned

The Legislative Session for 2008 adjourned  (Sine Die) Friday June 27th.  The session can be termed a success in that we were able to move HB2117  (Ordinary Disability), for CORP members, to the Governor's desk for signature and we were able to stave off bills that were simply bad policy for the state and our membership.


Firearms Issue

AZPOA is serious about pursuing the fact officers are being denied the ability to carry a firearm. So, AZPOA is collecting information about who has been denied their request to be armed. We are aware that some departments are not following the AOC guidelines on the time frame for responding to an officer’s request.

This information will be important, if we find it necessary to have a legislative study committee formed in the next legislative session. Please help us collect this valuable information. If you know an officer who has had their request denied, please have them complete this online form. As always, be safe out there.

I want to thank all of you for helping me gather the necessary $5 forms to qualify for Clean Elections.  With your help I was able to turn in 1842 forms to the Secretary of State.  Friday I was notified that I had been certified and the check will be cut this Monday and will be sent Fed Ex overnight.
